Automatic License Plate Reader As of Friday, February 4, 38/40 ALPRs have been installed. The first two arrests associated to the license plate readers were made this week. On February 2, at about 9:50pm two license plate readers captured a suspicious vehicle that had stolen plates. Santa Clara County Sheriff arrived and located the vehicle near Magdalena and HWY 280. The vehicle was subsequently confirmed as stolen and two occupants were arrested. During the investigation, the Sheriff Department located stolen mail from several Los Altos Hills residents, drug paraphernalia, and a second stolen plate. Both occupants had crime history and warrants for their arrest. They were both booked into jail for several crimes. Site Development / Fast Track Public Hearing No Public Hearing was held this week. Planning Commission Public Hearing Planning Commission, at its Regular meeting on Thursday, February 3, 2022, held a public hearing to discuss the following three (3) items. - 27210 Altamont Road – File #CUP21-0003 – ATC Sequoia LLC/Lands of the Town of Los Altos Hills
A request for a 10-year renewal of the Conditional Use Permit (CUP) for an existing wireless telecommunications facility with no changes to equipment or structures. Planning Commission recommended approval of a 10-year extension of the CUP to the City Council- 11511 Summitwood Road – File #SD21-0051 & VAR22-0002 – Lands of Zbrozek
Request for a Site Development Permit for an 832 square-foot addition and major remodel to an existing 4,918 square-foot single-family residence resulting in a maximum structure height increase from 27 feet to 31’-6” and no change to the existing building footprint; a request for a Variance to allow the existing building footprint to encroach 15 feet into a the required 45-foot side yard setback due to the height increase. An update to the Town’s existing Outdoor Lighting Policy to provide additional guidelines, clarifications, and definitions. The lighting policy with a few additions was recommended to the City Council for approval.
Housing Element Update: - The Housing Element survey is now live and available on the ‘Get Involved’ webpage. The Town needs your input and feedback on issues that center around the Housing Element update, namely identification of key housing needs and potential solutions. Please take a few minutes to complete a short survey and assist with this very important effort for our community! All survey responses are anonymous and results from the survey will be presented in aggregate. Click this link.
- Staff discussed Housing Needs Data report provided by ABAG/MTC for ‘Needs Assessment’ on February 3, 2022, Planning Commission regular meeting. The report is available under ‘Resources’ on the Housing Element webpage (link).

Santa Clara County Association of Planning Officials (SCCAPO) Planning Director and Principal Planner attended the monthly meeting for SCAAPO. Public Works Engineering - Corporation yard – completed a construction drawing in-house to improve 4,500 sf of the storage yard. Improvements include adding a new concrete slab, new pavement, and two retention basins.
- Corporation yard building – completed a conceptual design and engineer’s estimate in house to convert an existing office space into a locker room with a shower and a bathroom.
CIP ProjectsTown Hall Addition- Completed a final walkthrough with the architect and electrical engineering. The fire department has approved the fire inspection.
- The Finance Department has moved to a new space in the Town Hall, with help from Maintenance,
East Sunset Drive Roadway Widening: Brannon Corporation of Morgan Hill is the lowest responsive bidder with the bid amount of $454,336. A staff report and resolution will be presented to the City Council at the February meeting for approval to award a contract.
Sanitary Sewer Rehab and Replacement Project the City Council has approved a resolution to award C2R Engineering the contract, and Engineering has sent the notice of award to the contractor. The project is expected to begin in late February or March.
Westwind Community Barn- The CIP project to improve the existing paddock fence is complete. The improvements include replacing damaged wood posts, adding a new fence railing, adding new wood posts, adding new wire mesh to the fence, adding a new gate, and adding an electric fence wire along the perimeter. Final inspection will be completed next week. Album available here.
Encroachment Permits and Customer Requests Encroachment Permits: 1 See Click Fix or customer calls: 8 Submittal received: 0- The Town has received and responded to multiple complaints on the traffic signals at the El Monte and Voorhees Dr intersection. The signals are not responsive to traffic demand on El Monte Road. Engineering has identified the root causes and issued a work order to an electrical contractor to replace problematic detection loops.
Pathway Projects - Met with the pathway committee and made a visit to the Altamont Plunge and Matadero Creek pathways
- Matadero Pathway – developed a conceptual plan to rehabilitate the pathway
Maintenance Crew After hours or weekend callouts: 0 Fallen trees/major limbs down: 0- Water conservation: completed inspection of irrigation systems at town hall and completed repairs.
- General storm drain maintenance, completed storm drain rehab at Edgerton Road
- Assisted finance department in the move to Phase 1.
- General maintenance task at Town Hall, Purissima Park, and small tools repairs.

Finance, Human Resources, IT Services- Received $2,476,234 in cash receipts and electronic funds transfer (EFT).
- Processed 97 invoices totaling $423,789.
- Town applied for the Calrecycle SB1383 grant. The grant is for $20,000 and will be used for marketing/outreach/supplies/enforcement/reporting software.
- Interviews for the Assistant Engineer were conducted. The Town plans to make an offer in the next few weeks.

Parks and Recreation Pathways Run/Walk - May 7 To the right please see this year's Pathways Run/Walk logo designed by Parks and Recreation Committee member, Scott Vanderlip. Staff met to discuss logistics, registration will open next week, and a new timing company has been secured.
Victoria Dye Equestrian Staff and VDE performed a walkthrough, created a punch list, projected capital improvement projects (CIPS), and throughout the week reviewed Feeding Pasture Fencing Project status. The project was completed Friday, February 4; a final inspection will take place on Tuesday, February 8.
Parks and Recreation Registrations Victoria Dye Equestrian Spring-Summer Programs were released this week and are off to a strong start with signups. All other Spring-Summer registrations have been added to losaltoshills.ca.gov/register and are set to open to the public on March 1st at 12am.
Parks and Recreation Roundtable Staff attended the League of California Cities State roundtable discussion included: COVID, programming, and special events.
Spring-Summer Activity Guide The second proof of Spring-Summer Activity Guide was provided. Proofs were emailed to Independent Contractors. Activity Guides will arrive in residents mailboxes by March 1st.
