Fiber Internet for the Town

Town staff has begun meeting with broadband consultants to discuss ways to bring fiber internet to more residents in the Hills. The first of these proposals were discussed at the Technology Committees special meeting this week.

  
Town Hall Ad Hoc Committee

The first meeting of the Council’s Town Hall Ad Hoc Committee to look into possible changes to Town facilities was held this week. Mayor Tyson, Councilmember Schmidt, and Town staff discussed the survey, Community Facility Needs Assessment, and timeline. 

 
Internship Program

This summer Town staff intends to advertise five, in-person, paid, summer internships, which would work with the City Manager, Administrative Services, Planning, Public Works and Community Services Departments. The internship program is tentatively scheduled to run June 7  through August 26, 2022. Open recruitment is now available on the Town’s CalOpps webpage, with applications due on Friday, April 22, 2022. The interviewing process of candidates will take place in May with the onboarding to begin the first week of June.

Regional Updates


League of California Cities - Peninsula Division

Three City Councilmembers and staff attended the League of California Cities Peninsula Division Meeting and heard a presentation on "Growth You Can Count On - Planning for a Sustainable Future."  Valley Water CEO Rick Callender, San Jose Vice Mayor Chappie Jones and Congresswoman Zoe Lofgren led a robust discussion on aligning long range water, housing and mobility efforts and insights about federal funding for infrastructure and planning. 

Chamber of Commerce State of the Cities 
the State of the Cities is an opportunity each year for the Mayors of Los Altos and Los Altos Hills to discuss past accomplishments and City Council priorities for the coming year. Mayor Enander of Los Altos and Mayor Tyson of Los Altos Hills will present on the state of their cities on Friday, March 25, 11:30 a.m.

Planning and Building 


City Council Public Hearing
On March 17, 2022, City Council held a public hearing, discussed and approved the following four (4) items:
  • Consideration of Heritage Tree Designation for two (2) Heritage Oak Trees at Byrne Preserve
  • An Update to the Town’s Existing Outdoor Lighting Policy to Provide Additional Guidelines, Clarifications, and Definitions
  • Approval of a Ten (10) Year Renewal of the Conditional Use Permit for the existing wireless telecommunications facility at 27210 Altamont
  • Review of the 2021 General Plan Annual Progress Report and 2021 Housing Element Annual Progress Report; and Authorize transmittal of the reports to the Office of Planning and Research (OPR) and Department of Housing and Community Development.
Housing Element Update 
  • Consultant team, Michael Baker International and staff, are preparing for the Joint City Council and Planning Commission workshop on March 24th at 6 pm. The topics would include discussion on progress on the Housing Element update, state requirements for sites selection, sites inventory for RHNA allocation of 489 housing units, seeking your input on housing sites, and next steps in the process. The details for the zoom meeting: Meeting ID: 813 8329 2036; Passcode: 94022

City Manager and Planning Director met with Tonya Veitch from County of Santa Clara, Office of Sustainability to discuss programs and resources pertaining to Bay Area Regional Energy Network.

Public Works 


Engineering
Melissa Elian-Carrillo joined the Town of Los Altos Hills on March 14, as an Assistant Engineer for Public Works Engineering

Corporation Yard Improvements – Staff has requested quotes for conducting topography survey of the existing conditions at the Corporation Yard.

CIP Projects

Town Hall (two additional charging stations) 
This project will add two new electric vehicle charging stations to the Town Hall.  With the one existing charging station, there will be a total of three charging stations.  Each of the charging stations has two charging ports.  At the completion, it will allow charging six electric vehicles at the same time.

Heritage House internet connectivity
The same project will add new communication conduits from the IT room to the heritage house to provide internet connectivity. 

Sanitary sewer rehab and replacement project
Work started on Tuesday, 3/1.  As of today, the contractor has completed sewer rehabilitation at 6 locations.  There are 16 locations total.

Purissima Park Charging Station

A new ChargePoint charging station With two charging ports was installed on 3/10/22.  The service was activated by ChargePoint on 3/15/22.  The new charging station allows for charging two electric vehicles at the same time.


Pathway Projects

Altamont Plunge Pathway
Completed design drawings that include the switchback pathway design and pavement marking & signage plans for the crosswalk on Altamont Road. 

Robleda – La Paloma Pathway 
Received a signed agreement from Live Oak Associates to provide biological services for the pathway. Reached out to two consulting firms, and received one cost proposal from Basin Resources for performing CUL and GEO services. 

Maintenance Crew
  • Removed and replaced three equestrian warning signs within the public right-of-way
  • Purissima Park – repaired the pitching mound and batter’s box
  • Town Hall parking – installed new timers for the parking lot lighting

Staff Training

Members of the Town’s Management Team attended their second training with ICMA’s 2022 Effective Supervisory Practices. This week's course topic focused on The HR Stuff: Ensuring a Safe, Respectful, Harassment-Free Workplace The training course is spread over a 6 week period and will provide skills for current and future supervisors in managing teams in the public sector.
  • Received $560,282 in cash receipts and electronic funds transfer (EFT).
  • Processed 112 invoices with a total of $280,561.
  • Administrative Clerk/Technician second round of interviews scheduled for March 22.
  • Accounting Technician interviews are scheduled for March 25.
  • Staff has selected Jonathan Reichental to conduct an IT Strategic 3-5 year Plan.
  • Staff is in the process of selecting temporary IT Services before IT City of Redwood City contract expires in June 2022.
  • Intern recruitments have been posted on Calopps and social media for all departments: City Manager's Office, Administrative Services, Planning, Public Works and Community Services.

This community service will take place this Saturday, March 19 from 8-11 am at Town Hall. Limited to Los Altos Hills residents. Bring ID, no appointment necessary.

Pop-Up Community Playroom - Saturday, March 12th Noon-4:00 pm
This weekend marks the second pop-up community playroom. Organized by Los Altos Hills resident, Olga every Saturday in March held in the Town Hall Parks and Recreation Building. The playroom will include group games, free play, and toys. Parents and/or childcare providers are required to be present. Bring your favorite toys and games to share. Learn more and sign up to attend by texting Olga at 650-680-7342. 


Los Altos Hills Clean Up Day - Saturday, March 28 9-3pm at Foothill College

Limited to Los Altos Hills residents, ID required. 

Hoppin' Hound Biscuit Hunt - Saturday, April 16 9-10:30 am at Byrne Preserve

Earth Day Celebration - Saturday, April 1-4 pm at Westwind Community Barn

Pathways Run/Walk - Saturday, May 7 9am at Westwind Community Barn
Registration is now available for the 5K, 10K and 1 Mile Fun Run here. 

Victoria Dye Equestrian 
Staff met with VDE to review Profit and Loss statements, punch list, and discuss capital improvement projects for Westwind Community Barn.
