Legacy Giving Subcommittee Meeting
Councilmembers Tankha and Mok met for the first time on March 22 to discuss plans to create a Legacy Giving fund for future Town endeavors. The next meeting is scheduled for  April.

Regional Updates


Submit Comments for Congressional Hearing on Aircraft Noise
Congresswoman Anna Eshoo invites individual residents wishing to submit comments on aircraft noise to do so here. Comments must be submitted by 5:00 pm on March 30th. 

Chamber of Commerce State of the Cities 
The Mayors of Los Altos and Los Altos Hills discussed accomplishments and City Council priorities for the coming year. Mayor Enander of Los Altos and Mayor Tyson of Los Altos Hills presented on the state of their cities on Friday, March 25, 11:30 a.m.

Planning and Building 


Site Development/Fast Track Public Hearing
On March 22, 2022, planning staff held a public hearing to review a Site Development Permit t for landscape screening and fencing for an approved new residence at 13673 La Paloma Road – File #SD21-0073 – Lands of Lee.  The hearing was continued to a date uncertain as there were some outstanding issues to be resolved.

Housing Element Update 
On March 24, 2022, the City Council and the Planning Commission held a joint workshop to discuss progress on the Housing Element update, state requirements for sites selection and potential sites inventory for RHNA allocation of 489 housing units. Aaron Barrall and Dan Wery from the consultant team, Michael Baker International gave a presentation and answered questions from the City Council, the Planning Commission, and the community. There were approximately 40 attendees. The recording of the meeting can be accessed on ‘City Council & Planning Commission Agendas & Minutes’ webpage under the 3/24/2022 meeting.

Public Works 


Engineering
Traffic speed survey for radar enforcement - Public Works Engineering has received two bids for traffic speed survey and has selected Hexagon Transportation Consultant to perform this work.  Traffic speed survey is needed to satisfy the requirements of the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA MUTCD).

Corporation Yard Site Improvements – Public Works Engineering has received three bids for conducting topography survey of the existing site conditions at the Corporation Yard and has selected Giuliani & Kull Inc to perform this work.  The topography will be used as the basis of existing conditions that the final design will base on.

O’Keefe Lift Station – Public Works Engineering makes an upgrade to this facility by replacing two aging submersible sewage pumps with two brand new pumps.  This is a pro-active step to prevent costly pump failures.

Maintenance Crew

Traffic sign inventory – Public Works Engineering has contracted iWorQ Systems to conduct an inventory of all traffic signs within the Town.  This will allow the Town to phase out traffic signs that do not meet the current standards

Staff Training

Members of the Town’s Management Team attended their third training with ICMA’s 2022 Effective Supervisory Practices. This week's course topic focused on Sharpening Your Focus: Strategic Planning, Managing Workflow, and Budgeting. The training course is spread over a 6 week period and will provide skills for current and future supervisors in managing teams in the public sector.

Budget
Staff continues to work on the 2022/23 budget.  This week staff worked on their narratives and continue to work toward a draft version that will be presented to a joint CC/FIC meeting in May.

IT Services and Master Plan
Staff received competitive bids for an IT Master Plan and IT Services Contract.  This week staff researched references.  We intend to have these two contracts in place by April/ May for adequate overlap with our existing contract for IT Services with Redwood City, which expires in June.  

  • Received $69,614 in cash receipts and electronic funds transfer (EFT).
  • Processed 35 payroll checks with a payroll liability of $87,510.
  • There were 16 letters sent out for false alarms.  These letters are sent to residents when a Sherriff deputy has to go out due to an alarm being triggered falsely.
  • City Council approved an appropriation of $200,000 for a 25% match for the Emergency Service Hazard Mitigation Grant Program.

Drive Thru Shred Event 
Took place last Saturday at Town Hall parking lot. Volunteers from the Youth Commission assist staff in collecting over 6,000lbs. of documents for onsite shredding. 

Pop-Up Community Playroom - Saturday, March 26 Noon - 4 pm. This weekend marks the final Spring pop-up community playroom until the summer group starts on August 6th. Organized by Los Altos Hills resident, Olga every Saturday in March held in the Town Hall Parks and Recreation Building. The playroom will include group games, free play, and toys. Parents and/or childcare providers are required to be present. Bring your favorite toys and games to share. Victoria Dye Equestrian 
The Concessionaire Agreement will expire on April 1, 2023. A subcommittee was formed with members of the Finance and Investment, Open Space, Parks and Recreation Committees to assist with the contract renegotiation.

Sheriff’s Office Detective case update:

  • During the month of November 2021, a vehicle containing various electronics and tools was stolen from a residence in Los Altos Hills.
  • The stolen vehicle was recovered in Nevada several weeks later and returned to the homeowner.
  • Sheriff’s Office detectives were able to identify the suspect and an arrest warrant was issued for the suspect’s immediate arrest in the month of March 2022.
