Pathway System Appreciation Email

LAFCO Fire Service Review Meeting
This week Santa Clara LAFCO resumed their Technical Advisory Committee and held a meeting on the Countywide Fire Service Review. A replacement consultant has been chosen to pick up the work that has already been started, and an updated timeline in available on page 7 of the following link: CLICK HERE
 
Joint Venture Silicon Valley Partnership
There is a recent trend happening throughout California where telecom carriers are requesting to install diesel powered generators at the telecom poles to provide back-up power in the event of a power outage. The Town has already received multiple of these requests. To better understand how other municipalities are responding to these requests, Town staff has partnered with members of Joint Venture Silicon Valley to help research what options are available.  
 
Neighborhood Watch Meeting
Neighborhood Watch Groups in Town have an annual requirement to come together once a year in order to remain “active”. This week, the Sheriff’s Office and Town staff were invited to attend a Neighborhood Watch refresher meeting at a resident’s home to meet this annual requirement. The Sheriff’s Office shared a presentation on recent crime trends in Town and educated the residents on ways that they can prevent burglaries from happening to their own homes. The event was well attended by the community within this Zone

Town Survey #3 Recreation Programming
This week, the third Town Survey was launched on Recreational Programming and Events. 177 people filled out this survey. To review results or register to take the Next Town Survey visit here.

2023 Santa Clara County Civil Grand Jury Annual Recruitment

The Superior Court of California, County of Santa Clara is now accepting applications for service on the 2023 Santa Clara County Civil Grand Jury. To be considered please visit the Santa Clara County Court's website and complete the application. The deadline to apply is September 16, 2022.

Los Altos Rotary Fine Art in the Park
Los Altos Rotary’s “Fine Art in the Park” will be taking place next weekend August 13-14, 2022 in Lincoln Park, 199 University Ave., Los Altos.  Over 150 juried artists will display and sell quality paintings, sculptures, textiles, wood and glass work and jewelry and more!  You can meet and talk to the artists! This event, under the beautiful redwoods of Lincoln Park, also features all-day entertainment including jazz and rock music on the stage. You will find crepes, Chef Chu's chicken salad, delicious foods, ice cream, and fine wine and craft beer.

Public Hearings on Development Projects


Site Development / Fast Track Public Hearing 
On August 2, 2022, Planning Director held a public hearing.
  • 26880 Ortega Drive – File #SD22-0006 – Lands of Rajwar
Site Development Permit for an 1,866 square-foot addition, which includes a new 789 square-foot lower floor, to an existing single-story residence and new patios and walkways.
The hearing was continued from July 26, 2022, meeting.
The project was approved with conditions.

Planning Commission Public Hearing
August 4th, 2022, Planning Commission meeting was cancelled.

Housing Element
Staff will release the Draft Housing Element next week for the community to review and provide input on. The draft will be available for 30 calendar days. After the public comment period, the draft will be revised and sent to the State Department of Housing and Community Development (HCD) for review. Please stay tuned for details.

Other updates:
Elaine (Xue) Ling has joined the planning team as a Senior Planner. Her last position was with County of Santa Clara as an Associate Planner. Elaine has experience in both the public and private sectors. She has won many awards for her work, including the 2014 ASLA Southern California Chapter Planning and Analysis Merit awards, 2013 ASLA Planning and Analysis National Honor Award, and International Shenzhen Futian District Streetscape Urban Design. We are excited to have her in our team.

CIP Projects

East Sunset Drive roadway widening
Project COMPLETE!

2022 Pavement Rehabilitation and Drainage Improvement Project
Staff received five bids on July 27, 2022. Staff will bring the project to City Council and recommend awarding a contract to the responsible low bidder on August 18 regular meeting.

Town Hall Addition
Waiting for final Change order documentation to process final invoice and to close the project. This will be on the Council agenda in September to close the project.

Corp Yard Site Improvements
Staff reached out to three contractors and received two bids.  The low bidder was selected and notified.  A recommendation to award the contract for this project will be on the agenda of the August 18 council meeting.  Since the contract amount for this project is below $200,000 and the procurement process for a construction contract is based on the Town Bidding procedure 2-4.04 (section b-1) and Public Contract Code section 22032.

EVSE Town Hall
The underground contractor will return on August 5 to complete the remaining work of the underground scope to provide for three additional charging stations.
Staff has issued a work order for an electrical contractor to redirect the power feed for the Parks & Rec building from the current PG&E overhead line to the Town Hall’s electrical room.  After the cutover, the utility bill for the Parks & Rec building will be reduced by at least 53%.
Staff will present the “Resolution Approving the Designation of System Low Carbon Fuel Standard (LCFS) Credits to PowerFlex” at the council meeting in August. 

Prop 68 contract award and schedule
Contract awarded on May 25, Engineering has drafted a response to address individual comments provided in the second review and provided design changes as required.

Sewer root foaming 2022
Staff completed a comprehensive review of sewer maintenance reports for the past four years and identified 50,000 linear feet of sewer mains for root foaming this year.  Root foaming will stun the growth of protruding roots at sewer joints and reduce the risk of sanitary sewer overflows.  Root foaming will be performed in two stages.  On 7/22/22, staff finalized and submitted a list of sewer mains, (23,729 LF) identified for root forming.  Staff has identified additional 22,796 LF of sewer mains for root foaming.  The list will be finalized and provided to West Bay within the next few weeks.

Purissima Lift Station
As of 7/28/22. both sewage pumps in the wet well at the Purissima Lift Station have been upgraded.  The upgrade includes installing a brand-new pump and a rebuilt pump.  The Town now owns three sewage pumps for the wet well.  The third pump will be rebuilt and kept in the Corp Yard as a spare.  In an event a sewage pump fails, the spare pump will be used to replace the failed pump and keep the lift station operational.

Pathway Projects


2022-23 Pathway Projects
Developing of a comprehensive list is ongoing, the list will identify areas where the Town already has the Pathway easements, but no improvements have been made. This list will serve as the comprehensive Pathways CIP and the list will be prioritized to develop the plan for each year.

Summer Hill Pathway
Staff have selected a designer for this project and will go to Council for approval in August.

Edgerton path
Staff has reviewed and approved a preliminary pathway alignment proposed by a consultant.  Staff has also provided review comments to improve pathway design.

Fremont to Redwood Grove Pathway
Los Altos and Los Altos Hills City Managers are discussing the path forward on this project.

Page Mill Road Crosswalk at Foothills Park
Staff has requested proposals to design an ADA compliant crosswalk to meet the city of Palo Alto requirements.

Arson Suspect Captured Thanks to Witness:

On Saturday July 30th at about 1:12 PM, deputies responded to assist the fire department in evacuating residents and controlling traffic because of several fires around Josefa Lane.  While on scene, a witness called 9-1-1 to report seeing someone start a fire nearby.  Deputies immediately responded to the scene and detained the person believed to have been responsible for starting fires. 
 
The actions and decisions by the witness to immediately call 9-1-1 to report the fires resulted in the apprehension of the suspect and quick control of the fires. 
 
Residents should always be vigilant when out and about and never hesitate to call 9-1-1 to report any suspicious activity.
