City Manager Battery Backup Energy Storage System (BESS) This week the Town received its first shipment of electrical components and batteries for Town Hall’s back-up energy storage system. The equipment will be stored at the Corp Yard in the meantime. See picture below. GreenWaste Ad Hoc Committee Meeting This week the Ad Hoc Committee tasked with looking into possible changes in the Slid Waste Franchise Agreement with GreenWaste met. The Committee finalized their recommendations and is planning to make a formal presentation to the City Council at an upcoming City Council meeting before the end of the calendar year. Broadband Ad Hoc Committee Meeting The Broadband Ad Hoc Committee met earlier this week along with the Town’s broadband consultant to interview Los Altos Hills Community Fiber. The Consultant is compiling information from all internet service providers in Town to help put together a Town-wide broadband feasibility study.
Stanford Development Stanford is seeking an extension to their General Use Permit with the County of Santa Clara. To stay informed and provide feedback residents can reach out to County Supervisors, participate in study session meetings with the County Planning Commission, engage with the HLUET Committee, or contact County Planning staff (See list below). New 7,925 square-foot two-story residence with a detached 1,212 square-foot, 4-car garage, and related hardscape improvements. The project was approved with conditions. Ongoing Projects StatusHousing Element The State mandated Public Review Draft of the 6th Cycle Housing Plan 2023 – 2031 Housing Element (draft) for the Town of Los Altos Hills is available online for public review and comment. The agenda item included a call for jurisdictions to join the Affordable Housing Consortium for a fund. Planning Director Sofia Mangalam attended the Environmental Initiatives Committee meeting on August 25, 2022. The meeting agenda included the 2022 Reach Codes Update, and electrification rebates, among other items. Staff will be working on Reach Codes and presenting them to the City Council on October 20, 2022.

Public Works Page Mill Road Tree Survey Consultant updated that report may take until end of August currently in discussion with consultant to receive an updated date.
CIP Projects 2022 Pavement Rehabilitation and Drainage Improvement Project City Council awarded a contract to Interstate Grading & Paving, Inc. on August 18 regular meeting. Staff sent award letter and contract agreement to contactor on 8/19 via email.
Town Hall Phase 1 Addition Project acceptance/closeout recommendation to council schedule for September council meeting.
Corp Yard Site Improvements The City Council awarded a contract to Silicon Valley Paving, Inc. (SVP) during a monthly meeting on August 18, 2022, and the Town executed an agreement with SVP on the following day. The site development permit, Permit No. SD22-0048, for this project was approved on July 19, 2022. SVP is expected to begin work during the week of August 29, 2022. This project will improve site drainage and make the storage area in the Corporation Yard usable during the wet season. The project was funded by the American Rescue Plan Act (ARPA) Funds
EVSE Town Hall Three Powerflex charging stations with four chargers were installed in the Town Hall parking lot on August 25, 2022. With the two existing ChargePoint chargers, there are six EV chargers total at the Town Hall. Engineering is in the process of onboarding to make the new chargers fully operational. The power feed cut-over for the Parks & Rec building was made on August 24. Currently, EV chargers and the Parks & Rec building draw power from the Town Hall’s electrical room and take full advantage of renewable energy generated by the Town’s rooftop and Native Garden’s solar panels.
Prop 68 Concession Stand Contract Award and Schedule The Town received the third round of review comments from a Plan Checker on August 19, 2022, with four comments. The Town has prepared the response to the comments and will respond to the plan checker on August 26, 2022.
Adobe Creek Sanitary Sewer Study Engineering has reached out to Freyer & Laureta, Inc. to finalize the Basis of Design Report. Engineering has also solicited and received cost proposals for topographic survey on Moody Road, Adobe Creek, and vacant parcels east of Rhus Ridge Road. Survey data will be used to conduct a feasibility study and develop conceptual design for a new sewer bypass on Moody Road. The new sewer bypass is expected to eliminate capacity deficiencies of the Adobe Creek sewer network on Adobe Lane by diverting sewage flow from 50% of the Adobe Creek sewer network into a new sewer main on Moody Road.
Purissima Park and Westwind Community Barn Water Wells Staff has selected Cal Engineering & Geology, Inc. to perform a desktop study and prepare a geologist report of the subsurface conditions at these two locations. Findings from this report will be used to develop an improvement plan to replace the existing water well at the Westwind Community Barn and drill a new water well at the Purissima Park.
Tree Assessment Survey The tree assessment scope has been compiled, as well as a list of potential arborists. Staff is looking to reach out to some arborists in order to determine capacity and availability.
Pathway Projects Summer Hill Pathway City Council awarded a contract to Lea & Braze, Engineers for design services on August, 18 City Council meeting. Staff sent contract agreement to Lea & Braze via email on 8/26/2022.
Edgerton path Staff has reviewed and approved a preliminary pathway alignment proposed by a consultant. Staff has also provided review comments to improve pathway design.
Fremont to Redwood Grove Pathway Staff has had preliminary meetings with Los Altos and we are currently investigating preparing a revised CASp study to determine the scope of a potential pathway project.
Page Mill Road Crosswalk at Foothills Park Staff has requested proposals to design an ADA compliant crosswalk to meet the city of Palo Alto requirements. Encroachment Permits: 2 Sewer P:ermits Issued: 1

Reminders for use of Town Parks and Preserves: As a reminder, all parks and preserves throughout Los Altos Hills close 30 minutes after sunset every day and remain closed until 30 minutes before sunrise. Those using the parks should ensure they complete their activities prior to closing and not remain on the property once the parks are closed. Additionally, all camping, sleeping, meetings, and gatherings within parks and preserves after closing are prohibited. During open hours, those visiting Town parks and preserves are reminded to:
- keep animals on a leash at all times,
- refrain from using “powered model vehicles” (including drones) or motor vehicles,
- properly dispose of all garbage or trash,
- refrain from damaging park/preserve property in any fashion,
- not light, built, maintain or cause a fire within a park/preserve (smoking is also prohibited),
- ensure vehicles are not parked on any of the Town pathways.
Deputies have been regularly monitoring all parks and preserves to ensure compliance with the above noted regulations. Those found to be in violation of any of these Town Ordinances may be subject to citation.
