Tales of the Former MayorsThanks to the History Committee for organizing and hosting, “Tales of the Former Mayors” on Sunday October 23rd at the City Council Chambers. A celebration of past Mayors and the stories they collected in their service to the Town. Carol Gottlieb on behalf of the History Committee was gracious enough to offer the following, “Thanks to Chris, Ozzy, and Rajiv for making the presentation possible both by zoom and in person and to Deborah, Sarah, and Chris for the publicity on the web and through social media. To Peter, for making it all possible.”
Town Staff EOC Drill
The Los Altos Hills Emergency Operations Center (EOC) team held a drill on October 25th, practicing their roles as they worked through the response to an emergency scenario. Town Staff focused on their roles, collaborating with each other as the scenario unfolded and required problem solving. The drill gave Staff a better understanding of their roles in the EOC and helped them to identify areas which need strengthening or additional training. On October 27th, City Manager Peter Pirnejad and other staff attended the 2022 Winter Preparedness Workshop hosted by Valley Water. This briefing reviewed Valley Water’s proactive and reactive capabilities for flood preparedness, including: - Community communications around flood safety
- Valley Water crisis response, work before/during rain events, sandbag operations
- Reservoir management and stream maintenance

Brian Garcia from the National Weather Service shared perspective for the 2022-23 rainy season. We are in our third winter of La Nina conditions, and he is expecting that our rainfall will range from “equal chances of normal” to below normal. He anticipates that the area will get some rain, but around 60 to 70% of average, with potential for late season storms. However, he notes that we can get one-off rain events, and these may be strong enough to bring in good amounts of water. See weather.gov/bayarea for forecasts, analysis, charts and more.
Municipal Management Association of Northern California (MMANC) Conference This week Management Analyst Cody Einfalt attended the Municipal Management Association of Northern California conference in Monterrey, CA. The theme of this years conference was “Building Resiliency”. The conference was a great opportunity to network with public administration professionals from all over the Bay Area. Voting
Our Council Chambers will be converted into a Voting Center from October 28th until November 10th. Feel free to stop by and vote in person or drop off your ballot at our ballot drop box located at Town Hall next to the Park and Recreation Building. Santa Clara County Leadership Academy On October 27th, our very own Jeremy Loh, Associate Planner, graduated from the Santa Clara County Leadership Academy. The program focused on developing the next generation of local government staff leaders for our communities and our profession. His project focused on Post Pandemic Cultural Reset. See picture below.

Regional Updates 5.1 Earthquake, San Jose, Santa Clara County
On Tuesday, October 25 about 100,000 people received an advanced notification from the Earthquake Warning California app, the state’s early warning system, before shaking started, according to Brian Ferguson, deputy director for crisis communication and public affairs for the California Governor’s Office of Emergency Services. Housing Element On October 26th, 2022, a Joint City Council/Planning Commission meeting was held to discuss changes made to the Draft Housing Element. Upon direction from the Council, town staff transmitted the document to Department of Housing and Community Development (HCD) for review. Other Updates On October 20, 2022, the City Council approved the onboarding of two (2) qualified vendors, QuitCarbon and Zero, to conduct Electrification Home Assessments to help residents plan their electrification process. We have a limited number of home assessments this first round. However, if you’re interested in a home electrification assessment, please sign up here. https://www.losaltoshills.ca.gov/562/Home-Electrification Sign-ups will open on November 7, 2022, and close as soon we reach the limit of home assessments. Matadero Creek Erosion
Staff has provided the consultant with legal descriptions of Town owned vacant parcels that require deed restriction. The cultural resources consultant has begun their work and should complete their report around Thanksgiving. Once that is done, the Town will fulfil the Water Board’s requirements for the project to be fully permitted. Town Hall Renovation
The construction schedule for the Town Hall interior renovation has been finalized to start on 11/10, and complete on 12/9. The contractor was onsite on Thursday, 10/27, to paint the conference room. The paint swatches will allow the Town staff to evaluate the paint color ahead of time. A 20-ft conex box will be delivered to the Town Hall’s parking lot on 11/2/22. The conex box will be used as a temporary storage place for existing furniture removed from the Town Hall. Prop 68 Concession Stand Building at Purissima Park
The contractor mobilized onsite Monday, October 24, and set up a temporary construction fence around the building. In the first week, the contractor demolished two existing bathrooms, removed interior furniture, and removed roof shingles. The contractor will install new roof shingles early next week before the rain comes. Adobe Creek Sanitary Sewer Study Staff communicated with Fryer & Laureta, Inc. early this week, and was informed that they were in the process of scheduling their surveyor crew to collect additional survey data for existing manholes on Moody Road. The new survey data will allow them to conduct a feasibility study of a sewer bypass option on Rhus Ridge Road, and incorporate the findings into their final report. Tree Assessment Survey The tree assessment scope has been compiled, as well as a list of potential arborists. Staff will contact the list of arborists to determine capacity and availability.

Halloween Traffic Safety Tips:
Halloween night calls for fun costumes and lots of candy. However, many don’t realize how dangerous it can be to go trick-or-treating in low light hours with vehicles moving up and down our roadways. On average, there are twice as many fatal juvenile pedestrian accidents while walking on Halloween as compared to any other day of the year. Follow our list of safety tips to stay safe this Halloween.
- 5 – 9 PM are the prime trick-or-treat hours. Be especially careful on roadways during this time.
- Put you cell phone away while driving.
- Use your turn signals and hazards to communicate with other drivers and pedestrians.
- Don’t drink and drive.
- SLOW DOWN! Watch for children crossing the street. Most young pedestrian casualties happen away from intersections, while trying to run across the street.
- When trick-or-treating, having children wear reflective clothing or markings on their costumes and teach them some basic rules of the road (look both ways, etc).
- Carry a flashlight.
If you witness activity you feel presents a hazard to pedestrians or other drivers in the area, or any other suspicious activity we should investigate, please call the Sheriff’s Office to have a deputy respond. We look forward to enjoying a spooky, while still safe, Halloween with everyone.
