Storm Response Recap and Updates

The National Weather Service issued a flood watch for the Bay Area beginning Jan. 14 at 4 a.m. through Jan. 16, stating that multiple rounds of rain are expected. The weather service indicates these storms will bring moderate to heavy rainfall between Saturday and Monday. But blue skies are in the horizon.  Start taking steps now to recover from the storms and inventory your property. 

Since the New Year the Town has sent out 53 messages and updates on six different platforms regarding the storms.

This year resolve to be ready and Be Prepared for the next emergency. One way to do this is to get tech ready. Other steps include: 

  • AlertSCC is the County of Santa Clara’s official emergency alert and warning system.  To sign up, please visit the County's website. 
  • Snap photos of important documents and save them online for easy access in an emergency. 
  • Set up group text lists so you can communicate with friends and family at the same time during emergencies. 
  • Download money saving apps to help you save for a rainy day. 
  • Have external power sources available to charge phones and other devices in case of power outages.

Are the recent catastrophic storms motivating you to Be Prepared? LAHCFD may have a solution for you- join the Los Altos Hills Community Emergency Response Team (CERT). The program starts with a class put on by Santa Clara County Fire and provides you with the information and skills needed to prepare yourself and your family for emergency situations. Other updates:
On January 12, 2023, Planning Director, Sofia Mangalam, attended Santa Clara County Planning Collaborative (SCCAPO) meeting and discussed collaboration on ADUs, and status of jurisdictions’ Housing Element. 

Public Works 


Storm Events 

On January 4th, the Town declared local emergency and activated the Emergency Operations Center (EOC) due to the storm event. Town received numerous calls largely due to fallen trees and limbs. Public Works maintenance group work past 3:00 a.m. taking calls from Santa Clara County Communications, clearing streets, remove fallen trees, and to address power outage at the O’Keefe Pump Station. The maintenance staff came back to work by 6:30 a.m. to continue addressing fallen trees and clearing.  

Sinkhole at Page Mill Road

On January 6, a sinkhole was discovered on Page Mill Road, north of Paseo Del Roble Drive. The southbound lane at the location was closed off, but northbound lane was open and two-direction traffic was maintained with temporary traffic signals. On January 12, the contractor started the emergency repair work of the sinkhole and fully closed both lanes on Page Mill Road with detours.   The contractor was able to replace the damaged culvert pipe and backfill the sinkhole by 4:00 a.m. on January 13 by when the roadway was back on single-lane, two-direction operation.   The contractor will return for the roadway restoration work when the weather clears within in the next two weeks, which may potentially require a full day closure of the roadway again.  Town staff to continue updating the public regarding roadway closures.    

Pathways 

Edgerton Pathway

On January 24, staff is planning to request the City Council to approve the Plans and Specifications for the Edgerton Pathway construction project and authorize staff to advertise the project for bid.   

Saddle Court Pathway

Staff received two proposals for survey work needed.  Survey work is anticipated to start end of January 2023. 

Summerhill Pathway

The Town’s consultant surveyor has completed pathway topographic survey. The survey information has been forwarded to the design consultant to complete the construction drawings to be submit to the County for their approval and encroachment permit.

Transportation

Staff submitted Congestion Management Program (CMP) requirements for FY21-22 to VTA.

This week the Senior Scam Stoppers workshop has held online. The Contractors State License Board (CSLB), Department of Consumer Affairs; California Department of Financial Protection & Innovation (DFPI); and the California Department of Insurance have teamed up to deliver pertinent information to keep our residents safe and scam-free! Inclement Weather Safety Rules: 

When inclement weather is occurring in your area, or the moment you first realize a weather-related safety hazard is imminent, act quickly to save yourself.  You may only have a few seconds.

  • Get out of areas subject to flooding.
  • Avoid already flooded and high velocity flow areas. Do not attempt to cross a flowing stream on foot where water is above your knees.
  • If driving, know the depth of water at the lowest point before crossing or do not cross at all. The roadbed may not be intact under the water.
  • If your vehicle stalls in water, abandon it immediately and seek higher ground. Rapidly rising water may engulf a vehicle and sweep it away.
  • Be cautious of trees that may be on saturated ground as they may be unstable and fall.
  • In high winds, be aware of falling tree limbs or other items that may be propelled through the air by high velocity wind gusts.
  • Be especially cautious at night when it’s harder to recognize hazards.
  • AVOID DOWNED POWER LINES AT ALL COSTS and call for emergency assistance.

If you come upon a hazard along the roadway or other locations creating a safety hazard, call for emergency services to respond and assess the situation. If the situation is an emergency, call 9-1-1. However, if you do not feel it is an emergency of extreme safety hazard, please call the non-emergency telephone line at (408) 299-2311 for assistance. Emergency personnel will respond, assess the situation, and ensure the proper entity is called to the scene to render it safe.
