Water Conservation Updates for Los Altos Hills Congratulations to the Town! Please see the attached Press Release from Cal Water. The Los Altos Suburban district, which includes portions of Los Altos Hills, conserved an astonishing 24.6% in June 2022. To review a boundary map between the two water districts in Town, Purissima Hills Water District and Cal Water, CLICK HERE. QWEL Program Want to same even more water on outdoor irrigation? This week staff has been working on bringing the Qualified Water Efficient Landscaper (QWEL) program to Los Altos Hills. The QWEL program is a certification that landscapers and gardeners can enroll in to learn how to better control water usage at properties they manage. It emphasizes an affordable and local approach to reducing landscape water demand and offers robust curriculum on sustainable landscaping principles as well as irrigation efficiency. QWEL training is intended for a wide audience and appeals to any of the following market segments: landscape professionals, including landscape designers and architects, contractors, gardeners, and irrigation technicians as well as water conservation staff, students and master gardeners. The intent of the program is to educate the individuals who take care of residents’ homes so that a conversation can begin with homeowners their gardeners. Hopefully those who complete this program will speak up when they see inefficient water usage in properties they manage. Staff is working with the Bay Area Water Supply & Conservation Agency (BAWSCA) and the California Water Efficiency Partnership (CalWEP) to put together a proposal to host local classes for landscapers/gardeners in Los Altos Hills. PG&E Public Safety Power Shutoffs (PSPS) There is an option for PG&E customers and non-account holders to sign up for notifications for any address they care about to stay informed about Public Safety Power Shutoffs (PSPS). Address Alerts might be helpful if:
- You want to know about a PSPS at your home, work, school or other important location
- You are a tenant and do not have a PG&E account
- You need to stay informed about a PSPS affecting a friend or loved one
- Multiple members of your household want to be notified
It is important to remember that if you signed up to receive these alerts prior to June 2022, you will need to re-enroll for each address, to continue receiving these notifications through June 2023. To sign up for alerts for any address that is important to you or a loved one, visit www.pge.com/addressalert Saddle Mountain Firewise Community This week the Saddle Mountain neighborhood received Firewise Certification. The Firewise program is a grassroot neighborhood wildfire preparedness program developed by the NFPA National Fire Protection Association. The NFPA establishes recommendations for safety standards. Housing Element The State mandated Public Review Draft of the 6th Cycle Housing Plan 2023 – 2031 Housing Element (draft) for the Town of Los Altos Hills is available online for public review and comment. Other updates: Save water and put off your plantings until the rainy season? Going forward Town staff is modifying the conditions of approval to state that “all required plantings shown on the plans shall be installed during the winter months between October and March.” This new condition has been added to recently approved Site Development Permits for landscape screening.

CIP Projects
Matadero Creek Erosion One July 19, 2022, the Town sent a letter signed by the Mayor, to the Water Board to request they expedite the review and approval of our permit. The Water Board responded on August 10, 2022. The town is happy to report that in this latest attempt to coordinate a response from the Water Board we feel we may have made progress. Their response to the Mayor was, “we are confident that a permit can be issued in a timely manner because on July 15, 2022, we gave conceptual approval of the Town’s latest compensatory mitigation proposal.” And “Once we receive an acceptable mitigation and monitoring plan, we will issue a water quality certification for the Project.” staff is working with the consultant to prepare the plan and expect to have a draft next week.

Adobe Creek Sanitary Sewer Study The Wastewater Collection System Master Plan, Final Report, prepared by Woodard & Curran in March 2018, for the Town of Los Altos Hills identifies capacity deficiencies for the existing Adobe Creek sanitary sewer network. The Basis of Design Report prepared by Freyer & Laureta, Inc. on March 5, 2021, for the Town proposes an improvement plan to upgrade the existing sewer network.
The Adobe Creek sanitary sewer network consists of four miles of mostly 6” sewer pipes. Most of the residences served by this sewer network are located south of Adobe Creek, west of El Monte Road. Sewage flow from this sewer network ultimately converges into a 6-inch pipe on Adobe Lane and subsequently discharges into the Los Altos conveyance sewer pipes.
Engineering has studied and evaluated both reports. Engineering has also developed a design concept to alleviate capacity deficiencies identified in the reports. The design concept is to divert sewage flow from 50% of the Adobe Creek sewer network into a new sewer bypass. The sewer bypass includes a crossing under Adobe Creek and a new 1000-ft sewer main on Moody Road, between Rhus Ridge Road and Altamont Road. The sewer bypass will intercept sewage flow from west of Rhus Ridge Road and convey it directly into the sewer trunk line on Altamont Road. By diverting sewage flow away from Adobe Lane, this will eliminate capacity deficiencies on the existing 6-inch sewer pipes on Adobe Lane.
Sewer root foaming 2022 Staff completed a comprehensive review of sewer maintenance reports for the past four years and identified 46,525 linear feet of sewer mains for root foaming this year. Root foaming will stunt the growth of protruding roots at sewer joints and reduce the risk of sanitary sewer overflows. Root foaming will be performed in two stages. On 7/22/22, staff submitted a list of sewer mains, 23,729 LF, for root forming. On 8/8/22, staff submitted additional 22,796 LF of sewer mains for root foaming.
Purissima Park and Westwind Community Barn Water Wells Staff has selected Cal Engineering & Geology, Inc. to perform a desktop study and prepare a geologist report of the subsurface conditions at these two locations. Findings from this report will be used to develop an improvement plan to replace the existing water well at the Westwind Community Barn and drill a new water well at the Purissima Park.
Tree Assessment Survey The tree assessment scope has been compiled, as well as a list of potential arborists. Looking to reach out to some arborists in order to determine capacity and availability.
Pathway Projects
2022-23 Pathway Projects Developing of a comprehensive list is ongoing, the list will identify areas where the Town already has the Pathway easements, but no improvements have been made. This list will serve as the comprehensive Pathways CIP and the list will be prioritized to develop the plan for each year.
Summer Hill Pathway City Council awarded a contract to Lea & Braze, Engineers for design services on August, 18 cc meeting.
Edgerton Path Staff has reviewed and approved a preliminary pathway alignment proposed by a consultant. Staff has also provided review comments to improve pathway design.
Fremont to Redwood Grove Pathway Los Altos and Los Altos Hills City Managers are discussing the path forward on this project.
Page Mill Road Crosswalk at Foothills Park Staff has requested proposals to design an ADA compliant crosswalk to meet the city of Palo Alto requirements.
