City Manager’s Report for December 20-24, 2021 (Week 51)

City Manager


Purissima Hills Water District Declares Water Shortage Emergency.  Certain mandatory water restrictions are now in effect for Purissima Hills Water District (PHWD) in Los Altos Hills following PHWD’s declaration of a water shortage emergency. PHWD’s board unanimously voted on a new resolution Wednesday, December 8 declaring a water shortage emergency and adopting new water use restrictions, aimed at reducing water usage area by 32%.  Click here to view the full ordinance. 

Staff met with the Town’s emergency preparedness consultant to discuss submitting an application to FEMA’s Hazardous Mitigation Grant opportunity.  The application deadline has been extended to mid-January giving staff and our working committee an opportunity to explore viable projects.  Applications must include a project that is identified in our adopted or proposed Local Hazard Mitigation Plan. Efforts to revise the Los Altos Hills Local Hazardous Mitigation Plan will begin in the new year. 

On Tuesday, the Town in partnership with the Santa Clara County Sheriff's Office hosted the monthly “Coffee with the Sheriff” virtual event.

Prop 68 Funding is grant funding for park improvement that are due by the end of the year.  The city submitted an application for funding in advance of the deadline.  We will reconvene with the Park and Recreation and City Council subcommittee on this topic in the new year.

The week of inclement weather is expected to bring some surprises.  If you experience any disruptions in local services or other related emergencies after hours please contact 911.  They can route appropriate crews.

Town hall will be closed December 23rd, 24th and 31st this year. The City Manager will in on vacation from December 27th – 30th.  Administrative Services Director, Sarina Revillar will be acting CM in his absence.  The town hall will be open December 27th – 30th.


COVID Testing
COVID testing is scheduled for Wednesday, December 29, 2021 in the Los Altos Hills City Council Chambers.  To schedule a test, please make an appointment

Site Development Hearing
On December 21, 2021, planning staff held a public hearing to discuss the following two (2) items:
(a)   Site Development Permit for landscape screening, fences, and driveway gate for an approved new residence located at 26898 Dezahara Way – File # SD21-0085 – Lands of Fey.
(b)  Site Development Permit for a major addition and remodel to an existing residence resulting in a 5,587 square-foot, single-story residence with a mezzanine, an attached 688 square-foot garage, a roof deck, and a new swimming pool located at 10311 Magdalena Road – File # SD21-0011 – Lands of Weingarten.

No Public Hearing this week.

Housing Element Update
Staff is preparing for the upcoming Joint Special City Council and Planning Commission meeting on January 19, 2021, at 6 pm.
 
Model Reach Codes 
The City Manager along with the Planning Director met with Integrated Design 360 to discuss model reach codes and the updates to the building code to implement Climate Action Plan.

  1. 13254 East Sunset (EP21-0193) – received and assembled a package for the sewer main extension project
  2. 23520 Ravensbury (EP21-0055) – returned the balance of $5,153 in the account to the applicant.
  3. Tepa Way sewer main installation – as-built drawings received from TrenchFree
  4. Lid replacement for sewer manholes – requested and received a quote for 50 more light weight lids for sanitary sewer manholes from D&L Supply.  Prepared and provided the vendor a purchase agreement.
  5. O’Keefe Lift Station – reached out to Shape Inc. for a revised quote to supply two new pumps only without installation.

Pathway Projects
  1. Correspondence with pathway committee regarding next steps
  2. Made a request to the surveyor for re-staking on Saddle Court and received a quote.
  3. Altamont Plunge - finalized drawings and quantities for construction

Tree removals
  1. 26731 Taaffe Rd – mailed a notice to residents to remove two dead Eucalyptus trees by Dec. 31
  2. 26870 Taaffe Rd – mailed a notice to residents remove dead trees by Dec. 31
