City Manager

New Daily Post Newspaper Box in Front of Town Hall
Per resident request, the Town has partnered with the Daily Post to bring a newspaper box in front of Town Hall. See photo above. 


CalCities City Managers Conference
Last week, City Manager Pirnejad attended the 2022 CalCities.  The conference is designed for city managers and assistant city managers, providing city officials with the essential information and updates needed to effectively run their cities. Topics included diversity, Emergency Operations, post-pandemic workforce, and more.  Meeting new and maintaining relationships with CMs around the state is essential in sharing ideas and thought leadership.

 
GreenWaste
Staff started initial conversations with GreenWaste as part of our agreement, signed last November, to begin good faith negotiations towards revising how garbage, recycling, and compost collection services are provided to Town residents.  The goal of this meeting was to establish the community engagement process with bookends to the process.
 
CRC Meeting to discuss effort to consolidate committees on public safety
In cooperation with the City Council liaison the CRC kicked off a brainstorming effort aimed at meeting one of the 2022 Council priorities, “Consolidate Committees on public safety”  Look forward to more communications coming out of the CRC on this important effort.


Automatic License Plate Reader

38/40 ALPR cameras have been installed. The Santa Clara County Sheriff’s Office continues to receive information from the system to provide leads in ongoing investigates and keep the Town safe.
Next week at the Regular City Council Meeting (February 17th), the City Council will review proposed evaluation criteria for the ALPR system. The cameras are currently operating under a 60-day pilot program, at the end of which the City Council will decide whether to keep the cameras in Town or have them removed. The proposed evaluation criteria will provide the metrics by which the cameras will be reviewed.

Emergency Prep
This week staff interviewed a potential Emergency Preparedness Consultant for the Town. Finding a new consultant is one of the Council’s proprieties identified for the 2022 calendar year. The new Emergency Preparedness Consultant will assist the Town in emergency training, planning a table-top emergency drill, and better position the Town to respond to potential emergencies in the future.


Art in Public Places
The art proposed at the round-a-bout at town hall is expected to arrive mid-2022.  Staff is in discussions about next steps with said art in light of town hall expansion plans being in discussion.  An update will be brought forward to City Council when more details are available.

Planning and Building 
 

Housing Element Update: 

  • Staff held an online pop-up event via zoom to discuss the Housing Element Update on February 10th. There were six (6) attendees. The video will be posted on the Town’s website.

Safety Element
Staff met with Marsha Hovey, Consulting Emergency Manager, and Surabhi Barbhaya, Consultant, to discuss the requirements for the Safety Element and coordination with the County effort on the Local Hazard Mitigation Plan (LHMP.) Safety Element and LHMP are two (2) separate documents, but there are a lot of overlaps.

Santa Clara County Collaborative
Staff attended SCCC monthly meeting. The discussion included Affirmatively Furthering Fair Housing (AFFH) resources, Wildlife Resilience programs and Fire Hazard maps that CalFire will be preparing in early 2022.

Normal ongoing activities, to support sewer improvements, ROW issues and private development, no new projects started or significant activities during this period.

Westwind Community Barn: The feeding pasture fence is complete. A final inspection was completed this week with a substantial completion punch list for the electrical fence.

  • The Town has received and responded to multiple complaints on the traffic signals at the El Monte and Voorhees Dr intersection.  The signals are not responsive to traffic demand on El Monte Road.  Engineering has identified the root causes and issued a work order to an electrical contractor to replace problematic detection loops.  

Sanitary Sewers

A sewage overflow incident on a sanitary sewer main was reported to the Town on 2/8/22.  The location is at Purissima Road, near the corporation yard.  Maintenance confirmed the incident and notified West Bay Sanitary District.  West Bay came onsite and cleaned up the spill. 


Pathway Projects

  • Altamont Plunge pathway – developed a conceptual design to include a crosswalk and pedestrian crossing signs to the design
  • Edgerton to Ursula pathway – rehabilitated the existing pathway and installed new erosion control measures.  Investigated easements at the Ursula Lane pathway 
Tree Removals
Identified a tree for removal on Westwind Way, and notified the committee

  • Purissima Park - reconstructed the pitching mount on Field #2, replaced 22 broken irrigation heads, and mow the field
  • Edith Park: installed a new dog waste station based on Youth Commission recommendation
  • Routine maintenance: replaced 25 damaged signs, abatement of weed & brush
  • Corporation Yard: cleaned up and striped the parking lot 
  • Pathways work: Rehabbed and installed new erosion control on the trail connecting Edgerton Rd. and Ursula Ln. 
Edith Park Dog Waste Station Installed

  • Received $97,780cash receipts and electronic funds transfer (EFT).
  • Processed 35 payroll checks and a payroll liability of $90,209.
  • Recruitment update: Assistant Engineer offer has been made, with a tentative start date February/March.
  • IT Master Plan: The IT Master Plan, which was one of the Council’s 2022 goals was presented to the Emerging Tech AdHoc Committee

Chapel in the Hills

Staff toured and secured Chapel in the Hills for the staff budget retreat scheduled for Wednesday, February 23. 


Grassroots Ecology and Victoria Dye Equestrian 
Staff held a quarterly meeting at Westwind Community Barn. 


Purissima Park 
Staff meet with the President for Los Altos Hills/Los Altos Little League to review field maintenance. Little League Opening Day has been confirmed for Saturday, March 12 at 12:30pm. Mayor Tyson will
throw out the ceremonial Opening Pitch. 

Spring-Summer Activity Guide
The Spring-Summer Activity Guide was sign off and send to the printer. Activity Guides will arrive in residents mailboxes by March 1st. The front cover features the Town Picnic see above. 


Pop-Up Photo Frame
The Town’s Pop-Up Photo Frame installed at Town Hall, has been decorated for Valentine’s Day. All are encouraged to visit the frame photo and share with the community. To learn more visit the link above. 

Pathways Run/Walk - May 7
Registration is now available for the 5K, 10K and 1 Mile Fun Run.
