ALPRs At Work in Town

On February 28th at about 10:00PM, there was an armed robbery and carjacking at a Valero Gas Station in Cupertino.  Six suspects, in two vehicles, took the victim’s vehicle and personal property and drove off.  The victim vehicle was captured on an ALPR cameras in Los Altos Hills.  The ALPR camera captured an associated vehicle registered in the city of Antioch. The two suspects associated to the robbery and carjacking were detained by Antioch Police Officers. Purissima Hills Water District and Town Collaboration

On Friday March 4, 2022, Mayor George Tyson, Purissima Hills President Steve Jordan, General Manager Phil Witt and City Manager Peter Pirnejad met to share updates, progress reports and explore opportunities for our two agencies to work together to serve our common constituents.

Battery Backup Energy Storage System (BESS)

The Town has entered into an agreement with Syserco Energy Solutions for the design and build of this project at Town Hall. Please see the hyperlink below for weekly updates on the project.

County to Pursue Acquisition of Lehigh Cement Plant & Quarry

This month, the Santa Clara County Board of Supervisors voted 5-0 in support of Supervisor Joe Simitian’s proposal directing the County to consider options for the acquisition of the Lehigh Cement Plant and Quarry property located in unincorporated Cupertino. Following New Health Guidance, Governor Newsom Signs Order to Update Workplace Safety Rules

Following the California Department of Public Health’s release of new indoor masking guidance, Governor Gavin Newsom today signed an executive order that updates the Division of Occupational Safety and Health (Cal/OSHA) COVID-19 Emergency Temporary Standard (ETS) in keeping with the current guidance. The Governor's executive order can be found here.

PG&E

On Friday, February 25, 2022, PG&E submitted its annual Wildfire Mitigation Plan to California’s Office of Energy Infrastructure Safety. We also submitted our 2023 General Rate Case program and forecast updates to the California Public Utilities Commission on the same day.
 
PG&E prioritizes wildfire mitigation efforts in high fire-risk areas. While some initiatives, including undergrounding electric lines, are not currently planned in Santa Clara County, PG&E continues to refine plans and additional work may be considered in the future.

Planning and Building 
 

Site Development / Fast Track Public Hearing

On March 1, 2022, planning staff held a public hearing to review a Site Development Permit for a new 5,338 square-foot two-story residence with a 2,757 square-foot basement, an attached 853 square-foot accessory dwelling unit (ADU), a 271 square-foot cabana, a 1,131 square-foot swimming pool, and a 5,897 tennis court at 25959 Alicante Lane – File #SD21-0088 – Lands of Liu.  The project was approved with a few new conditions. The video recording and conditions of approval has been uploaded to the Town’s website and can be accessed here under the meeting date.

Housing Element Update: 

One of the requirements of every Housing Element Update is to conduct an analysis of the previous Housing Element Programs. On March 3, 2022, Planning Commission meeting, staff presented a draft document including 2015-2023 Housing Element Programs, their status, and what has been accomplished. Staff continue to seek responses on the Housing Element survey.  Click this link to take the survey.


Planning Commission

On March 3, 2022, Planning Commission, at its Regular meeting on Thursday, February 3, 2022, held a public hearing to discuss the following two (2) items:
  • 26070 Newbridge Drive – File #MA22-0001 – Lands of Mousavi - Map Adjustment request to remove a recorded Conservation Easement, remove a five-foot Public Utility Easement, and record a new segment of ten-foot Public Utility Easement on a portion of Lot 2 of Tract 6527, now part of 26070 Newbridge Drive. 
  • 28001 Elena Road (APN 182-02-016) – File #ZP21-0047 – Lands of Sea Landing LP - Zoning Permit for new 6’-0” tall property line fencing and gates. 

Other Updates

  • Planning Director and Principal Planner attended the Santa Clara County Association of Planning Officials (SCCAPO) Monthly Meeting on March 2, 2022. Members discussed jurisdictions incentivizing ADUs and any SB9 applications filed, amongst other topics.

Public Works 


Engineering
Two new sewer pumps for the O’Keefe Lift Station were delivered on 3/2/22 as the existing sewer pumps are near the end of their service life.  The new pumps will be installed within the next few weeks.

CIP Projects
Town Hall (two additional charging stations) – identified two electrical contractors for the electrical scope, including wiring, electrical subpanel installation, and electrical load calculations.  In the process of identifying underground utility contractors to install the conduits and pull boxes.

Sanitary sewer rehab and replacement project – work started on Tuesday, 3/1.  This project will take place for two months.

East Sunset Drive Roadway Widening – the contractor has identified the tentatively start date of May 2, 2022

Sanitary Sewers

Held a face-to-face meeting with West Bay Sanitary District to negotiate a contract extension for the next five years.

Purissima Field

Charging Station – the ChargePoint charging station equipment was delivered on 3/4/22 (Friday).  The new charging station will be installed by an electrical contractor later next week.

Private Development Projects

Natoma Oaks subdivision – conducted a field walk and prepared the final punch list as part of the process to close out the project.

Robleda – La Paloma pathway – conducted a field walk to identify and evaluate environmental impacts of this improvement 

Page Mill Road Pathway between Lupine and Via Feliz. Completed a site visit and staking of path to show neighbors of possible path alignment. 

Tree removals

Removed a dead tree at Westwind Barn as a precautionary safety measure

Maintenance Crew
Replaced twenty-five heavy duty manhole lids within utility public utility easements with lightweight lids, as part of an on-going effort to reduce work related injuries caused by lifting heavy manhole lids.

  • Received $174,933 in cash receipts and electronic funds transfer (EFT).
  • Processed 104 invoices for a total of $544,250.
  • Sent out 2 invoices for a total amount of $404
  • Staff participated in a Wellness Pathway Challenge. The pathway walked was Black Mountain – La Barranca Loop
  • Hired Melissa Elian-Carrillo as an Assistant Engineer and will start on March 14, 2022
  • Robert Johnson, SR Building Inspector, has resigned

Ski Week Riding Camp at Westwind Community Barn
Victoria Dye Equestrian held a full camp with 18 campers last week from Monday, February 21-Friday, February 25.. 
 
Pop-Up Photo Frame
The Town’s Pop-Up Photo Frame has been installed at Purissima Park Dog Park and has been fittingly decorated.
 
Social Media Interagency Meetup
Staff attended meetup on Thursday with local agency social media administrators. Best practices and items for future discussion were shared.  

Pop-Up Community Playroom - Saturday, March 5th Noon-4:00 pm
This weekend marks the first pop-up community playroom. Organized by Los Altos Hills resident, Olga every Saturday in March held in the Town Hall Parks and Recreation Building. The playroom will include group games, free play, and toys. Parents and/or childcare providers are required to be present. Bring your favorite toys and games to share. Learn more and sign up to attend by texting Ogla at 650-680-7342. 

Leadership Conference - Sunday, March 6 10-11:30am 
Mayor Tyson will speak at this virtual event hosted by the Los Altos Hills Youth Commission and geared for middle and high school students, all are welcome.

Los Altos/Los Altos Hills Little League

Little League is bringing back their Opening Day celebration for the first time since 2019. It will take place on Saturday, March 12 at 12:30pm at Purissima Park in Los Altos Hills. Come celebrate the official opening of the Little League season and watch Mayors Tyson and Enander throw the ceremonial First Pitches.
