The postcard to the right was mailed to each household encouraging residents to sign-up to take the Town surveys. The goal is to administer the first survey before the end of this month. 


Battery Backup Energy Storage System (BESS)

The Town has an agreement with Syserco Energy Solutions for the design and build of this project at Town Hall. Please see the hyperlink below for weekly updates on the project.

Art Sculpture Preparation 

This week the Town staff assembled a team consisting of the Town’s architect, landscape designer, and the chair of the Public Art Committee to begin discussions on how to plan for the installation of Roger Stollers custom art sculpture which is being made for the Town. The sculpture is scheduled to be delivered in June.

 
GreenWaste Ad Hoc Committee

The first meeting of the Council’s GreenWaste Ad Hoc Committee to look into possible changes to the existing solid waste franchise agreement was held this week. Mayor Tyson, Vice Mayor Swan, and Town staff discussed options for including additional members of the public into the conversations and planed a timeline so that the Town can be ready to formally submit recommendations to GreenWaste by the June 2022 City Council meeting. 

Los Altos Hills Club Meeting on Fire Safety
On March 8, the Los Altos Hills Club held a meeting on Fire Protection and Prevention, speakers included J Logan, General Manager LAHCFD, Brian Glass, Acting Chief SCCFD, and Suwanna Kerdkaew Acting Assistant Fire Chief SCCFD. Video link here.

County Bolsters Local Firefighting Efforts

On March 8, Supervisor Joe Simitian's office release the following press release. In a move to improve firefighting efforts and bolster mutual aid resources in the region, the SCCBOS approved a contract enabling the LAHCFD to fund the acquisition of a water tender. 

Mitigation in Rating Plans and Wildfire Risk Models 

Notice is given that California Insurance Commissioner Ricardo Lara will hold a public hearing to consider amending, and the contemplated addition of, California Code of Regulations, Title 10, Chapter 5, Subchapter 4.8, Article 4, section 2644.9.
Public Hearing will take place April 13, 2022 at 1:00 p.m.

Housing Element Update: 

There will be a Joint City Council and Planning Commission workshop via zoom on March 24th at 6 pm to discuss the following items, including an update on progress on the Housing Element update, state requirements for sites selection, sites inventory for RHNA allocation of 489 housing units, seek your input on housing sites, and next steps.

Other Updates

The Planning Director attended the Santa Clara County Planning Collaborative Meeting on March 10, 2022. The topics of discussion included Jurisdiction Segregation Reports by MTC-ABAG, ADU and Energy conservation for Housing Elements amongst other topics.

Public Works 


Engineering
Engineering and Traffic Speed Survey for Radar Enforcement – solicited cost proposals from various consulting firms to conduct engineering and traffic speed survey for radar enforcement. This is to satisfy the requirements of the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA MUTCD)

CIP Projects
  1. Town Hall (two additional charging stations) – finalized design for the underground raceway.  Reached out to three contractors requesting a quote for the underground raceway construction. 
  2. Sanitary sewer rehab and replacement project – work started on Tuesday, 3/1.  As of today, the contractor has completed sewer rehabilitation at 4 locations.  There are 16 locations total.
Purissima Park EV Charging Station 
A new charging station has been installed by an electrical contractor on 3/10/22.

Private Development Projects
Natoma Oaks subdivision – had a Zoom meeting with the developer and a contractor to go through every item on the punch list.

Pathway Projects

  1. Altamont Plunge pathway – nothing to report
  2. Fremont/Redwood Grove – Met with a Certified Access Specialist (CASp) for a field visit to study the pathway site. This was requested by Los Altos as we partner with them to improve the existing path from Fremont Rd.
  3. Robleda – La Paloma pathway
    • Prepared and provided an agreement to Live Oak Associates for BIO Mitigation Measures services
    • Solicited proposals from Basin Resources for CUL and GEO service
    • Prepared an agreement for a surveyor to stake out the pathway.

  1. Completed replacing 50 heavy duty manhole lids with lightweight lids within utility public utility easements and public right-of-way.  This is an on-going effort to reduce work related injuries caused by lifting heavy manhole lids.
  2. Installed a new TV in the Council Chambers and at the Corp Yard (see below)
  3. Repaired water leak near the Westwind Community Barn parking lot.
  4. Removed and replaced plexiglass in Parks and Rec Building

Update for week ending March 11, 2022

  • Received $51,244 in cash receipts and electronic funds transfer (EFT).
  • Processed 36 payroll checks 1 voids with a payroll liability of $91,142.


Staff Communication Assessment with Bovo Tighe

Staff met in small groups to discussed communication and how to work best together. 


Staff Training

Members of the Town’s Management Team participated in ICMA’s 2022 Effective Supervisory Practices training course this week. The training course is spread over a 6 week period and will provide skills for current and future supervisors in managing teams in the public sector.

Recreation Specialist, Chris Knopf attended the California Parks and Recreation Conference at Sacramento Convention Center.

Youth Commission Leadership Conference 
Photo above, on Sunday, the Los Altos Hills Youth Commission hosted their 10th Annual Leadership Conference. The Conference included presentations and discussion of various leadership topics. Keynote speaker Mayor Tyson! 25 in attendance. See photo below. 

Los Altos/Los Altos Hills Little League Opening Day Saturday, March 12

Little League is bringing back their Opening Day celebration for the first time since 2019. It will take place on Saturday, March 12 at 12:30pm at Purissima Park in Los Altos Hills. Come celebrate the official opening of the Little League season and watch Mayors Tyson and Enander throw the ceremonial First Pitches. 

Pop-Up Community Playroom - Saturday, March 12th Noon-4:00 pm

This weekend marks the second pop-up community playroom. Organized by Los Altos Hills resident, Olga every Saturday in March held in the Town Hall Parks and Recreation Building. The playroom will include group games, free play, and toys. Parents and/or childcare providers are required to be present. Bring your favorite toys and games to share.
