Safety Tips for the Upcoming Holiday Weekend
Many of us will be gathering with our families to celebrate the 4th of July. But before you leave for the long weekend, spend some time to learn about a few summer safety tips including grilling, campfire, water and biking to help you prepare for these emergencies if and when they occur.
Santa Clara County Fire and Cal Fire are also our credible sources for wildfire prevention and preparedness. You may also find links to both these organizations on the Office of Emergency Management’s website as well.
 
Town Community Surveys

The Town has now completed two surveys. Stay tuned for a third survey is in the works. To review results or register to take the Next Town Survey visit here. 

Community Facilities Needs Assessment 

An opportunity to provide individual input on Community Facilities Needs Assessment on both indoor and outdoor space needs can be done on this form.  A final report will be presented to the City Council on August 18th.

Past Non-Brown Act Ad Hoc Meetings

Broadband Ad Hoc Committee
On Wednesday June 29th the Broadband Ad Hoc Committee met with the Town’s Broadband Consultant, Government Technology Group, LLC, to discuss upcoming meetings with both AT&T and Comcast. The Committee also discussed hosting a series of Town Hall events focused on broadband to gain resident perspective on the matter. 


Upcoming Non-Brown Act Ad Hoc Meetings
Disaster Council
On July 7th,thanks to the leadership of our Emergency Services Manager, we are holding our first (as long as we can remember) meeting of the Town’s Disaster Council. The Council is identified in the municipal code and required to meet annually.  The council is made up of Mayor Tyson, the City Manager, PW Director and key staff will discuss emergency preparedness and plans to hold a disaster preparedness tabletop later this year.

Ribbon Cutting for La Paloma / Robleda Pathway
The Town is delighted to open the La Paloma / Robleda Pathway.  Thanks to the dedicated partnership of the Pathways committee, the patience of our gracious neighbors along the path, and the hard work of our maintenance and Engineering divisions, we are pleased to mark this pathway complete, which was initially funded in the CIP back in 2019.  Come join us as a celebrate this beautiful pathway.

Purissima Hills Water District
PHWD rates increased at the April billing month. Their rates are on their new website along with their rate study.  PHWD rate increase was strongly driven by CIP as well as the a pass through from SFPUC.  SFPUC is raising their rate from $4.10 to $4.75 starting in July 1 2022.

Cal Water
Cal Water submitted Advice Letter 2454 to the CPUC requesting authority to increase rates to reflect higher wholesale water charges from various sources. If approved, the new rates would go into effect on August 1, 2022. A residential customer with a 5/8 x 3/4” meter with the indicated median monthly water use can expect to see an increase on their monthly bill as shown in the link here on page 2.

Public Hearings on Development Projects


Site Development / Fast Track Public Hearing 

On June 28, 2022, planning staff held a public hearing to review the following two (2) items:
  • 12023 Adobe Creek Lodge Road – File #LLA21-0001 – Lands of 12023 Adobe Creek Lodge LLCLot-Line Adjustment between Parcel A: 12023 Adobe Creek Lodge Road (1.258 acres), Parcel B: vacant lot APN 351-37-014 (1.202 acres) and, Parcel C: 26220 Moody Road (4.274 acres) to adjust property lines between parcel A and B, and Parcel B and C. The resultant parcel A will be 1.322 acres, parcel B 1.087 acres, parcel C 4.276 acres and will have Lot Unit Factors greater than 1.0. The project was approved.
  • 13051 La Paloma – File #SD22-0009 – Lands of Krishnamurthy and Sheth New 8,642 square-foot two-story residence with an attached 980 square foot, 4-car garage and detached 1,138 square-foot accessory dwelling unit (ADU) and related hardscape improvements. The project was approved.

No Planning Commission meeting was held this week. Next Planning Commission meeting is scheduled for July 7, 2022.

Ongoing Projects Status


Housing Element Update 

Staff is coordinating with the consultant team on various chapters of the Housing Element.

Other updates:
Implementation of Climate Action Plan - Staff received four (4) responses to Request for Qualifications (RFQ) for home electrification assessment (assessments). Staff will be reviewing these responses with the Environmental initiatives Committee (EIC) to establish a list of qualified vendors to conduct assessments.

Engineering 

SB1 Local Streets and Roads Funding
Amendment to the Proposed Project List has been submitted and posted to Town website. First monthly apportionment of FY 22/23 funds from the State Controller is expected by the end of September 2022.

Page Mill Road Tree Survey 
Consultant has started tree survey work inspecting trees along Page Mill Road.

CIP Projects

East Sunset Drive roadway widening

Contractor is installing concrete laggings retaining wall along the upslope. Besides installing concrete laggings, they are removing existing fill along the downslope and recompact the native soil to 90% relative compaction per geotechnical engineer requirement. Staff anticipates the project complete in late July.

2022 Pavement Rehabilitation and Drainage Improvement Project

The construction contract for this project will be advertised on the Los Altos Crier on July 6 and July 13, 2022.  Bid opening on July 27, 2022, at 2 PM.  Staff will also notify the Builders Exchange and paving contractors of the upcoming bid.

Closing change orders. 

Corp Yard Site Improvements
Plans complete and preparing for submittal to the planning commission for review. Have requested informal bids from two contractors.

EVSE Town Hall

We have received plans back from our code compliance approved. George Lee presented to the EIC meeting to explain the release of Town Hall EV Charger carbon credits. The EIC endorsed the agreement with Powerflex unanimously. In the process of drafting the agreement and plan to take this to council during the August meeting. 


Prop 68 contract award and schedule

Contract awarded on May 25, building permit has been submitted and under review. Received the second round of comments and working on a response.


Sewer CIP 2022

Continue work to prepare the contract package including contract drawings and specs. In addition, we have identified at least 13 areas that need to be repaired ASAP and have requested proposals for this work.


Pathways Projects

2022-23 Pathway Projects
Staff started work on the new approved pathway projects for 2022-23.

Summer Hill Pathway
Staff have selected a designer for this project and will go to Council for approval in August.

Edgerton path
Staff requesting informal bid for the design of this project.

Fremont to Redwood Grove Pathway
Los Altos and Los Altos Hills City Managers are discussing the path forward on this project.

Page Mill Road Crosswalk at Foothills Park
Palo Alto and Los Altos Hills City Managers are discussing how to move forward on this project

  • Completed mowing ROW on Fremont Rd for Fourth of July Parade and Story Hill Ln and pathway.
  • Placed mulch from W Loyola and Robleda pathway at Purissima Park Strip to save water and provide better IPM for weeds.
  • Mowed, field dragging and trash pickup at Purissima Park in preparation for the 4th of July Parade. Preparations included fire extinguisher and AED inspections.

  • Processed 8 invoices totaling $14,038.

  • The Staff engaged Dan Edds from Capital Accounting Partners to review five years of cost and revenue data to determine year by year nexus, review Town fee structure for compliance with California Prop 218 compliance and provide a presentation to the FIC and the City Council.

Monday, July 4th 9:30-11:00 am
Come join us for the eleventh annual Los Altos Hills 4th of July Parade.  We will gather at Town Hall beginning at 9:30 am.  Our red, white and blue march will start at 10:00 am. We will parade down Fremont Road and conclude at Gardner Bullis School where you can meet your friends and neighbors for a refreshing beverage and a juicy watermelon treat!  Please, no fossil fueled vehicles or horses. Movie Night at the Park 
Friday, August 5th 8:30-10:00 pm
Join your neighbors and friends for Movie Night at the Park. Spend a warm summer evening under the stars for Disney’s Raya and the Last Dragon displayed on a giant outdoor movie screen. ALPR Assisted Arrest
  •  On June 23rd, at about 10:15 pm, deputies received ALPR notification of a stolen vehicle on Page Mill Road and responded to investigate.
  • Initially, we could not locate the stolen vehicle in the area.
  • While conducting a search for the vehicle, we began to receive calls from residents in the same area reporting a suspicious subject breaking into vehicles.
  • Already being in the immediate area, deputies were quick to the scene of the suspicious subject call.
  • Deputies located the reported suspicious subject, and after a short foot pursuit and area search, he was arrested and booked into the Main Jail.
  • During investigation, deputies located the stolen vehicle previously captured by the ALPR system and were able to tie it back to the subject they had just arrested.
  • The District Attorney filed charges against the subject for burglary, stolen vehicle, and being a repeat Felony offender.
The ALPR system continues to be an extremely valuable resource to the Sheriff’s Office by providing the information and leads needed to apprehend subjects conducting criminal activity in Los Altos Hills.
