GreenWaste Quarterly Reports
The 2022 April-June Quarter 2 Report from GreenWaste has been uploaded to the Town’s website. Quarterly reports such as this are required by the Franchise Agreement between the Town and GreenWaste Recovery, Inc. These reports cover areas including: a quarterly summary, report of the sale of recyclables, list of contaminants in the content collected, problems encountered, a telephone log, new service requests, and missed pick-ups. Battery Backup Energy Storage System (BESS)
Town staff submitted building permit documents this week for the BESS project. The typical wait time for the first round of review comments is 30 days. Click on the hyperlink below to read the most recent weekly update in full on this project.

Town Hall Art Sculpture Project
This week Town staff also submitted building permit documents for review on the Town Hall parking lot art sculpture project. Plans include a small pathway, seating wall, and the sculpture itself. Staff has also received word that fabrication of the sculpture has been completed. Once the base of the sculpture has been completed at Town Hall, the sculpture can be installed.  

Town Community Surveys

Community Facilities Needs Assessment 

A second virtual Town Hall meeting was held on July 20th at 7:00 pm. To view the video visit here. To supply individual input on Community Facilities Needs Assessment indoor and outdoor space needs visit the following form. The form will be closing next week July 27th.

Public Hearings on Development Projects


Site Development / Fast Track Public Hearing 

On July 19, 2022, Planning Director held a public hearing to review the following item:
  • 27400 Purissima Road – File #SD22-0048 – Lands of Town of Los Altos Hills
Site Development Permit for the construction of a 900 square foot concrete pad for materials storage, a 3,100 square foot asphalt equipment area and two bio-retention basins for stormwater pollution protection at the Town’s existing Corporation Yard.
The project was approved.

Planning Commission Public Hearing
On July 21, 2022, Planning Commission held a public hearing to review the following item:
  • 27600 Altamont Road – File # TM21-0001– Lands of Auqui and Putnam
A request for a tentative map to create a two-lot subdivision of an existing 2.20 gross acre parcel and consideration of a potential conditional exception to the Lot Unit Factor requirement. The subdivision of the 2.20 gross acre parcel into two lots will result in 1.010 net acre (Parcel A) and 1.073 net acres (Parcel B) with Lot Unit Factors of 0.956 and 0.951.
Planning Commission made a recommendation to the City Council for approval of the subdivision with specific conditions.

Happy Retirement, Steve Padovan!
Staff bid farewell to Steve Padovan, Principal Planner, and congratulated him on his retirement. Steve worked with the Town for 8.5 years and worked on numerous site development applications and Ordinances, Housing Element updates, and much more. He will be missed by staff, elected officials, and the LAH community.

Page Mill Road Tree Survey
Consultant updated that report may take until end of August currently in discussion with consultant to receive an updated date. 

CIP Projects


East Sunset Drive roadway widening

Contractor completed paving the roadway on 7/21 and the guardrail on the downslope side is currently under construction.  The anticipated project completion is the end of July 2022.

2022 Pavement Rehabilitation and Drainage Improvement Project

The construction contract for this project was advertised on the Los Altos Crier on July 6.  Staff also posted the contract documents on the Town website and notified Builders Exchange and qualified contractors. Bid opening on July 27, 2022, at 2 PM.   

Town Hall Addition Phase 1

This will be on the Council agenda in August to close the project.


Corp Yard Site Improvements

Contract drawings have been finalized, and staff has reached out to several contractors to solicit bids.  Since the contract amount for this project is below $200,000 and the procurement process for a construction contract is based on the Town Bidding procedure 2-4.04 (section b-1) and Public Contract Code section 22032.
A Site Development public hearing for this project was conducted on July 19 with the planning committee.  This improvement project did not receive any protest from public and was approved for construction.

EVSE Town Hall

The Electrical contractor has made the cut-over for the existing ChargePoint charging station in the Town Hall parking lot on 7/8/22, and increased charging capacity by 100% with two separate 40-amp circuits.  The charging station now draws power from the electrical room in the Town Hall and relies on renewable energy generated by the Town’s solar panels on the rooftop and in the Native Garden. 
The underground contractor will return onsite in the first week of August to complete the remaining scope, including constructing two additional concrete foundations and installing remaining conduits. This will allow for installing three additional charging stations and increasing capacity from two charging ports to six charging ports.
Staff also plans to redirect the power feed for the Park & Rec building from the current PG&E overhead line to the Town Hall’s electrical room.  This will further reduce the Town’s overall energy bills as the unit electricity rate for the Town Hall is half of that for the Park & Rec building.  In addition, this will also increase the consumption of and reduce back feeding excess solar energy generated by the Town’s solar facilities.
Staff will present the “Resolution Approving the Designation of System Low Carbon Fuel Standard (LCFS) Credits to PowerFlex” at the council meeting in August. 

Prop 68 contract award and schedule - Concession Stand at Purissima Park

Contract awarded on May 25, Engineering has drafted a response to address individual comments provided in the second review, and provided design changes as required.

Sewer root foaming 2022

Staff completed a comprehensive review of sewer maintenance reports for the past four years and identified 51,000 linear feet of sewer mains for root foaming this year.  Roof foaming will stun the growth of protruding roots at sewer joints and reduce the risk of sanitary sewer overflows.  Root foaming will be performed in two stages.  Root foaming will be performed on 25,000 linear feet of sewer mains in Stage 1, and the remaining will be done in Stage 2.

Staff has reviewed and approved a preliminary pathway alignment proposed by a consultant.  Staff has also provided review comments to improve pathway design.

  • Received $1,247,676 in cash receipts and/or electronic funds transfer (EFT).  The Town received the 2nd ARPA funding in the amount of $1,007,480.

Sr. Community Services Supervisor, Sarah Robustelli attended the National Notary Association Notary Public Educational Training Program this week to renew her Commission from the Secretary of State. After class she took the exam and her results will be available in 4-6 weeks. If you need of a Notary service fill out the following form here.

Burglary Prevention Tips:

The Sheriff’s Office wants to pass along a few tips to help prevent residents from becoming victims of residential burglaries.  A few steps to take to deter burglars from targeting you home include:

  • Lock all windows and doors, especially when away from home
  • Activate you home alarm system
  • Install motion lights on the exterior of your home
  • Ensure home surveillance systems are operational and provide clear video
  • Dogs who bark at strangers tend to scare away potential burglars
  • Place a hold on mail and newspaper delivery when out of town
  • Notify trusted neighbors that you will be away from home and ask them to report suspicious activity
  • Complete a patrol check request with the Sheriff’s Office so that we can check on your property while you are on vacation
