July 23, 2022 GreenWaste Neighborhood Clean-up event
This past weekend GreenWaste hosted the Neighborhood Clean-Up Event at Foothill College. A total of 612 cars utilized the drop-off service totaling 68.34 tons collected. To view the full report, CLICK HERE
 
Grant Writing Consultant
This week staff met with the California Consulting Group to network with an organization in the grant writing field. California Consulting Group provides aid to municipalities across the Bay Area in the areas of searching, applying, and managing grants from the state and federal government. Staff is investigating how this group may help Los Altos Hills acquire grant funds for the CIPs identified in the recently adopted annual budget cycle.
 
Flag Raising Policy
Staff held a meeting this week with the Town’s Attorney to discuss a potential policy on how the Town can regulate the use of its flag poles. There are two flag poles in Town, one at Town Hall and another at the Corp Yard. The policy will address the desire of Council to show their respect to varies social issues and awareness campaigns that occur throughout the year.
 
Hazard Mitigation Grant Program
The Town has received its second Request for Information (RFI) from the California Office of Emergency Services in relation to the Hazard Mitigation Grant Program. The Town submitted an application to the grant opportunity a few months ago and is still in the process of revising the application with state officials.

Los Altos Hills County Fire District (LAHCFD)

Check out this video about the LAHCFD Evacuation Route and Vegetation Removal Project. The mission moment #3 video introduces key members of the District project team to the public. The video describes the process and benefits of performing evacuation route and road hardening projects by emphasizing the importance of both ingress and egress – getting first responders into an emergency situation and getting residents out of an emergency situation. The project team in the video encourages residents to participate in future evacuation project Right of Entry (ROE) access.. The ROE access allows the contractor crew to remove identified hazardous vegetation on residents’ property that abuts the roadway and results in greater width of the evacuation route for ingress and egress.

Santa Clara County LAFCO

The Countywide Fire Service Review Technical Advisory Committee Meeting will be on August 1, 2022 at 10:00 a.m. The agenda packet has been posted on the LAFCO website found here.

2023 Santa Clara County Civil Grand Jury Annual Recruitment

The Superior Court of California, County of Santa Clara is now accepting applications for service on the 2023 Santa Clara County Civil Grand Jury. To be considered please visit the Santa Clara County Court's website and complete the application. The deadline to apply is September 16, 2022.

County of Santa Clara Launches 988 Phone Number
Dedicated to Crisis Mental Health Services

The County of Santa Clara launched a lifeline phone number 9-8-8 for people to call in times of mental health or substance use crisis. Callers relate to teams of trained counselors available to offer support by phone or an in-person response, depending on the nature of the situation. The 9-8-8 crisis line is staffed 24 hours a day, every day, and provides compassionate support to those having a mental health or substance use crisis.

Public Hearings on Development Projects


Site Development / Fast Track Public Hearing 

  • 26880 Ortega Drive – File #SD22-0006 – Lands of Rajwar
Site Development Permit for an 1,866 square-foot addition, which includes a new 789 square-foot lower floor, to an existing single-story residence and new patios and walkways. The hearing was continued to August 2, 2022 meeting.

CIP Projects

East Sunset Drive roadway widening – Project is complete as of 7/27/2022. The contractor will clean up staging area at Purissima and Elena Roads.

Matadero Creek - No update. 

2022 Pavement Rehabilitation and Drainage Improvement Project -Staff received five bids on July 27, 2022. Staff will bring the project to City Council and recommend awarding a contract to the responsible low bidder on August 18 regular meeting.

Town Hall Addition – This will be on the Council agenda in September to close the project.

Corp Yard Site Improvements:  Contract drawings have been finalized, and staff has reached out to several contractors to solicit bids.  Since the contract amount for this project is below $200,000 and the procurement process for a construction contract is based on the Town Bidding procedure 2-4.04 (section b-1) and Public Contract Code section 22032.

A Site Development public hearing for this project was conducted on July 19 with the planning committee.  This improvement project did not receive any protest from public and was approved for construction.

Staff will bring recommendation for contract award during the August council meeting.

EVSE Town Hall – The Electrical contractor has made the cut-over for the existing ChargePoint charging station in the Town Hall parking lot on 7/8/22, and increased charging capacity by 100% with two separate 40-amp circuits.  The charging station now draws power from the electrical room in the Town Hall and relies on renewable energy generated by the Town’s solar panels on the rooftop and in the Native Garden.  

The underground contractor will return onsite in the first week of August to complete the remaining scope, including constructing two additional concrete foundations and installing remaining conduits. This will allow for installing three additional charging stations and increasing capacity from two charging ports to six charging ports.

Staff also plans to redirect the power feed for the Park & Rec building from the current PG&E overhead line to the Town Hall’s electrical room.  This will further reduce the Town’s overall energy bills as the unit electricity rate for the Town Hall is half of that for the Park & Rec building.  In addition, this will also increase the consumption of and reduce back feeding excess solar energy generated by the Town’s solar facilities.

Staff will present the “Resolution Approving the Designation of System Low Carbon Fuel Standard (LCFS) Credits to PowerFlex” at the council meeting in August. 

Prop 68 Concession Stand contract award and schedule – Contract awarded on May 25, Engineering has drafted a response to address individual comments provided in the second review, and provided design changes as required.

Sewer CIP 2022 – No update

Sewer root foaming 2022 – Staff completed a comprehensive review of sewer maintenance reports for the past four years and identified 51,000 linear feet of sewer mains for root foaming this year.  Roof foaming will stun the growth of protruding roots at sewer joints and reduce the risk of sanitary sewer overflows.  Root foaming will be performed in two stages.  Root foaming will be performed on 25,000 linear feet of sewer mains in Stage 1, and the remaining will be done in Stage 2.

Purissima Lift Station – The second of the two sewage pumps in the wet well at the Purissima Lift Station installed by our vendor, Shape Inc., on 7/28/22.  The first sewage pump, a new pump, was installed in the wet well on 4/19/22.  By installing a new sewage pump and a rebuilt sewage pump in the wet well, this completes the routine maintenance service of sewage pumps and reduce the risk of pump failures at the lift station.  

Pathway Projects


2022-23 Pathway Projects – Staff started work on the new approved pathway projects for 2022-23.

Summerhill Pathway- Staff have selected a designer for this project and will seek Council approval in August.

Edgerton path – Staff has reviewed and approved a preliminary pathway alignment proposed by a consultant.  Staff has also provided review comments to improve pathway design. 

Fremont to Redwood Grove Pathway – Leadership teams from the City of Los Altos and Town of Los Altos Hills are discussing the "path" forward on this project. 

Page Mill Road Crosswalk at Foothills Park – Staff has requested proposals to design an ADA compliant crosswalk to meet the city of Palo Alto requirements.
